Liquor Licenses

To apply for a liquor license in Missouri City, please follow these instructions step by step:

  1. Obtain an application and personal history sheet from the Texas Alcoholic Beverage Commission (TABC), c/o Fort Bend County Sheriff's Department, located at 1410 Ransom Road, Richmond, Texas. Read the instruction booklet thoroughly. it is written to assist you with all questions that you may encounter. Answer all pertinent questions on the application form and the personal history sheet. Type or print the forms in black ink. Have the Personal History Sheet notarized before a Notary Public; but do not have the application notarized at this time.
  2. Return the completed application and personal history sheet to the Richmond Outpost office of the TABC as soon as possible. The quicker these are returned, the quicker your background investigation can be started. Once checked, your application will be returned to you. Make three complete copies of your application. Have them notarized at this time.
  3. Take the applications to the State Controller's Office. The closest office is located at 6220 Westpark, Suite 240 in Houston. The telephone number is 713.266.4063.
  4. After obtaining the appropriate signature at the State Comptroller's Office, you must bring the applications to the City Secretary in Missouri City for city certifications and to find out if any city inspections are needed.
  5. After you have had your applications certified by the Comptroller and the City, you will need to contact the TABC office in Richmond to see if your personal history check has been completed in Austin. The administrative technician will then inform you when to come for your interview.
  6. After your interview with the representative of the TABC, you will be given a "cover letter." Take this cover letter and your application forms to the Fort Bend County Clerk's Office located at 301 Jackson, Richmond, Texas. You will be told when to return for a hearing with the County Judge.
  7. On the morning of your hearing, return to the County Clerk's Office and pick up your application forms and the Docket Sheet which you will take to the County Judge's Office, 309 South 4th Street, Richmond, Texas, 7th Floor).
  8. After the hearing and after the County Judge has signed your application, take the Docket Sheet back to the County Clerk's Office.
  9. Take the applications to the County Tax Office and pay the State and County fees (301 Jackson, Richmond, Texas).
  10. Take the applications and the blue receipt to the to the Richmond TABC office. If there is a license or permit that is current at the location for which you are applying, the holder of the permit or license must surrender his/her permit/license to the Richmond TABC office before your license/permit application can be sent to Austin.
  11. YOU MAY NOT OPERATE YOUR BUSINESS USING ANOTHER PERSON'S PERMIT/LICENSE. You must wait until your permit arrives from Austin.

Note: Under Federal Law, you must pay a special occupation tax when you begin a business of selling any alcoholic beverages. For more information from the Federal Government, please write to:
