Public Works Director

Scott Elmer

Scott Elmer was named Director of Public Works/City Engineer in November 2006. Prior to his appointment as Director, Elmer served as Assistant Director/City Engineer since 2000. Elmer started his career with Missouri City in November 1995 as an Engineering Technician. Prior to coming to Missouri City, he was employed at QRI, Inc., as a Vice President and with the U.S. Army Corp of Engineers as a project manager.

Elmer holds the prestigious honor of being named a 2008 Top Ten Public Works Leader of the Year by the American Public Works Association (APWA). He has also received the APWA - National Emerging Leader in Public Works Award in 2000; the Texas Society of Professional Engineers-Young Engineer of the Year Award in 2001 and the Texas Public Works Association- Public Works Leader of the Year in 2002.

He received a Civil Engineering degree from the University of Houston and a Bachelors of Arts Degree in Criminal Justice from Northeast Louisiana University.
